A U.S. Cap-and-Trade System to Address Global Climate Change came to my attention through Gregg Easterbrook's TMQ column. While taken completely out of context, my favorite quote from the intro linked above is "The megadisaster film The Day After Tomorrow, about the apocalyptic consequences of the greenhouse effect, had less scientific basis than The Wizard of Oz..."
